Is the E-2 visa a green card?

No. E-2 is a non-immigrant status. It can be renewed but does not lead to permanent residence or citizenship by itself.

Can I get an E-2 visa by buying a franchise?

Only if the franchise business meets every E-2 requirement (substantial investment, real and operating, not marginal, and you develop and direct it). A franchise purchase alone does not qualify.
