The information below explains its status and is kept for reference.In Case C-181/23 Commission v Malta the Court of Justice of the EU held that the scheme based on Article 10(9) of the Maltese Citizenship Act — granting nationality in exchange for predetermined payments or investments — amounts to the commercialisation of EU citizenship and infringes Article 20 TFEU and Article 4(3) TEU. Residence through the MPRP is a separate program.
