Malta Permanent Residence Programme (MPRP)

Official name: Malta Permanent Residence Programme

Permanent residence in Malta for non-EU nationals who rent or buy qualifying property, pay a government contribution and administrative fee, and meet capital and due-diligence requirements. It is not citizenship.

The MPRP, managed by Residency Malta Agency since 2016, combines a property requirement (rent or purchase), a government contribution, an NGO donation and an administrative fee. Applications are made only through a Licensed Agent and undergo multi-tiered due diligence.

Residency Malta states that the MPRP grants permanent residence and is distinct from the separate legal provisions on citizenship.

Eligibility

  • Non-EU, non-EEA and non-Swiss national; not from a country announced as sanctioned by Residency Malta.
  • Stable and regular resources to maintain yourself and dependants without social assistance.
  • Capital assets of at least €500,000 (of which €150,000 financial) or at least €650,000 (of which €75,000 financial).
  • Clean criminal record; no threat to security, public policy or public health.
  • Health insurance covering Malta and other European countries.
  • Application through a Licensed Agent.

Nationality

Open to most nationalities (with listed exclusions)

Applicants must not be nationals of countries announced as sanctioned by Residency Malta from time to time; confirm the current list with the agency.

Family

Up to four generations can be included in one application. Each adult dependant other than the spouse adds a €7,500 fee.

    Due diligence is carried out on everyone included, and on donors and business associates.

    If approved, complete the property requirement, government contribution and NGO donation.
