Cyprus Permanent Residence for Investors (Regulation 6(2))

Official name: Immigration Permit under Regulation 6(2) of the Aliens and Immigration Regulations — expedited procedure for investors

A permanent residence (Immigration Permit) for non-EU investors who invest at least €300,000 in Cyprus and show a secure annual income from abroad of at least €50,000.

Under Regulation 6(2) the Migration Department issues an Immigration Permit — permanent residence — to third-country nationals who invest at least €300,000 in one of four categories and meet the income and character criteria. Applications are handled under an expedited procedure.

The permit is permanent residence, not citizenship, and remains conditional on keeping the investment and meeting annual reporting obligations.

Investment requirements

New homes: €300,000 plus VAT. Including adult (non-dependent) children requires the investment to be multiplied (€300,000 per adult child). Fees are separate.

    The fund's investments must be held in Cyprus; CySEC confirmation of the fund required.

Maintaining the investment: Keep the investment (or immediately replace it with another of equal or greater value) and report annually.

Eligibility

  • Secure annual income from abroad of at least €50,000, plus €15,000 for a spouse and €10,000 for each dependent minor child (for the new-home route the income must come from abroad and be shown by a tax return).
  • Investment funds transferred to Cyprus from abroad from the applicant's or spouse's account.
  • Clean criminal record (country of origin and residence) for the applicant and spouse.
  • Health insurance for inpatient and outpatient care for all family members.
  • No employment in Cyprus, except as a director of the company invested in.

The permit covers the spouse and children under 18. Each spouse may hold a separate permit with a separate application and fee.

Unmarried children aged 18–25 in tertiary education and financially dependent may apply separately (+€10,000 annual income each). Adult non-dependent children require an additional €300,000 investment each and their own income of €50,000.

  • Title deed or sale contract filed at the Department of Lands and Surveys

    Proves the property investment (property routes).

  • Company documents (shareholders, incorporation, business profile, social insurance staff records)

    Company share-capital route.

  • Fund unit titles, CySEC confirmation and fund memorandum

    Investment-fund route.

Translation, certification, legalisation or apostille may be required. The responsible authority can always request additional evidence.

Application process

    Make the qualifying investment

    Transfer funds from abroad and complete the purchase or subscription.

    Prepare documents

    Collect income, insurance, criminal record and investment evidence with certified translations.

    Submit to the Migration Department

    In person or through an authorised representative; pay €500 plus €70 per person for ARCs.

  4. 4

    Expedited examination and decision

    The Deputy Minister decides; the policy estimates about two months.

  5. 5

    Annual compliance

    Report investment, income, insurance and criminal records every year.
